Gender
Equity and Social Inclusion (GESI)
In Nepal, CECI:
Supports the empowerment of women and other disadvantaged
groups such as the Dalits and Janajatis;

Increases the participation of women and disadvantaged
groups in governance mechanisms;

Recognizes the potential of women, Dalits and Janajatis
by supporting the development of their practical skills;

Ensures access to economic and social resources of women
and other disadvantaged groups;

Supports increased control of women and disadvantaged
groups over development resources;

Promotes a better understanding of gender equality and
social inclusion issues;
-
Contributes to raise awareness about gender equality
and social inclusion in rural communities;

Builds capacity of its partners to promote gender equality
and social inclusion.

CECI's Gender Equality and Social Inclusion Approach
CECI recognizes that development initiatives have incredible potential to either reinforce or transform inequalities that exist between different groups of people. CECI is committed to the principles and ideals of equality and equity and for this reason, strives to promote more equitable relations through its project activities.
To achieve this, CECI has adopted a gender equality and social inclusion approach that seeks to mainstream a gender and inclusive perspective into the policies, procedures and practices at both the organizational and project level.
Every project designed and implemented by CECI includes a gender strategy and uses participatory methods to empower women. To enhance our capacity to reach women and socially excluded groups, CECI has more recently adopted the Rights-based approach, developed social inclusion methods, and a conflict- sensitive development approach. We have also refined our projects' monitoring systems in order to ensure the access and participation of women and socially excluded groups in all components of our projects.
Moreover, all our staff and partners are regularly taking part in gender equality and social inclusion training's. A training kit on gender equality and social inclusion has been developed to support our partners in promoting these approaches and methodologies within their organizations and in their programs.

Community
Economic Development
Within
the framework of the general approach described above, we will
continue to support the emergence and development of community-based
organisations that deliver practical services to members and are
indirect means for micro-meso- macro dialogue and democratization.
We have developed considerable expertise in working in remote/mountainous
areas where geography often excludes communities from access to
services and opportunities and will continue to do so in both
South and Southeast Asia. We will, however, begin to pilot urban
initiatives in South Asia. Technical sub-sectors will include
our current strengths: agriculture diversification and irrigation
technology, micro-finance, business development services, forestry,
water, energy, natural resource management and marketing. |

Community
Social Development
CECI will continue to focus its social sector actions in Asia
on improving the health and nutrition of women and children in
remote areas. Although this focus will be maintained to build
on past successes and partnerships, the size of this sector in
our Asian program will be increased. Pilot maternal health and
AIDS activities will be undertaken when a strong presence and
need in a specific area will justify it. Technical sub-sectors
will include basic sanitation and preventive health infrastructure
(safe water, latrines, stoves, etc.) and relevant health and nutrition
knowledge and practices (maternal and child health, nutrient deficiencies,
health services, child nutrition rehabilitation program, and pilot
aids initiative). |

Human
Rights and Good Governance
CECI
views increased local governance, community participation and
gender equity (in access to benefits and decision making) as
key conditions of sustainable poverty reduction. We believe
that strong formal community-based civil society organizations
actively engaging in dialogue and co-development with government
agencies serve as instruments of democracy, and are essential
to improving overall governance. CECI will adapt and disseminate
in Asia, starting with Nepal, a negotiation technique designed
for use by civil society organizations that has proved effective
following our training programs in Africa and Latin America.
Emphasis will be given to civil society emergence and development,
linkages and relations with local government at all levels,
and support to decentralization. |

Humanitarian
Assistance and Reconstruction
CECI's post-emergency interventions are focused on reconstruction
and rehabilitation. In Asia, CECI will keep this focus and will
not get involved in "first emergency" work (e.g. emergency
shelter, water, food rations). As well as reconstruction and rehabilitation,
innovative models for transition from relief to long-term development
for communities hit by natural disasters will be piloted. The
approach is based on the mobilization of local resources, participation
in reconstructing and re-stabilizing communities, and engaging
in participatory development processes. We have used relief interventions
to strengthen local capacity and resources for disaster preparedness
and mitigation, and will define separate interventions on reducing
vulnerability to loss from natural disasters. |
